				<content:encoded><![CDATA[<p>The CSUEB Library&#8217;s Community Borrowers Program extends privileges to residents of Alameda and Contra Costa Counties for annual fee of $50 . Simply bring a valid photo ID to the Circulation Desk to be processed for Library privileges. Payments can be made by check  or money order made payable to the CSUEB Annual Library Fund.</p>
<p>Rules for Community Borrowers:</p>
<ul>
<li>Your library card is non-transferable.</li>
<li>A maximum of 10 items may be checked out at any one time.</li>
<li>The loan period is 3 weeks with the option to renew materials up to 3 times if there are no recalls/holds pending. You may renew online, in-person or by phone (510 885-3612).</li>
<li>There are no LINK+ and Interlibrary Loan privileges.</li>
<li>Access to subscription online databases is available only in the Library.</li>
</ul>
<p>All other <a href="http://library.csueastbay.edu/using-the-libraries/about-the-libraries/policies/">library policies</a> also apply to community borrowers.</p>

<p>Certain conditions will result in restrictions to patrons&#8217; library privileges. These conditions include but are not limited to:</p>
<ul>
<li>owing $10 or more in fines/bills</li>
<li>keeping an item requested by another patron</li>
<li>having blocks in the patron records for incorrect address, e-mail, etc.<br />
having an expired patron record</li>
<li>failure to adhere to payment arrangements</li>
</ul>
<p>Student records are encumbered in the library when unpaid library fees total $10 or more. Borrowing privileges are suspended until fees are paid.</p>
<p>Student records are encumbered in SAIL, the campus student database, when unpaid library fees total $50 or more. Borrowing privileges, registration for classes, and University services are blocked until fees are paid. </p>

<p>Effective May 1, 2009, CSUEB Library will no longer accept payments for replacement print materials; patrons will be required to replace them.  Details <a href="#replacement">below</a>.</p>

<p><strong>Notes:</strong></p>
<p>If items are returned after reaching the billed stage, the borrower is still responsible for the maximum overdue fee per item.</p>
<p><strong><a name="replacement">[1]</a> Replacement Process for CSUEB Print Materials </strong><br />
Effective May 1, 2009, CSUEB Library will no longer accept payments for replacement print items; patrons will be required to replace them.  If the material to be replaced is out of print and/or otherwise unavailable, then the CSUEB Library will accept a payment according to the chart above.</p>
<p>If the material is in print and available, please contact Circulation Desk staff prior to purchasing a replacement so we may assist you in the process.</p>
<p>The replacement must meet the following conditions:</p>
<ul>
<li>it may be hardbound or paperbound; no mass market paperbacks accepted</li>
<li>it must be the same edition or a newer edition of the item being replaced</li>
<li>it must be a new or good used copy</li>
</ul>
<p>The final decision on the acceptability of an item is at the discretion of the library.</p>
<p>If lost items are found and returned after payment, the cost of the item may be refunded. Overdue and processing fees will not be refunded. The following criteria must be met to receive a refund:</p>
<ul>
<li>no more than six months have passed since fees were paid</li>
<li>the lost item has not been replaced by the library</li>
<li>the lost item has not been withdrawn from the collection</li>
<li>patron still has his/her receipt</li>
</ul>
<p><a name="govdocs"><strong>[2] Government Document</strong></a> replacement fees will be determined on a case by case basis.</p>
<p><a name="music"><strong>[3] Music </strong></a> librarian must be consulted regarding replacement of printed music.</p>
<p><strong><a name="link">[4]</a> LINK+ fees</strong> are determined by the LINK+ Advisory Board. Please contact Circulation Desk staff for information regarding a replacement copy in lieu of payment.</p>
<p>Library fines and fees may be paid via BayBucks, check or money order.  We do not accept cash, ATM/Debit cards or credit cards.  Payments may be made at the Hayward Campus Circulation Desk up to an hour before closing.</p>
<p>Failure to pay outstanding fees and/or fines will result in an encumbrance being placed on the patron&#8217;s campus records.</p>

<p>Library users may initiate a hold to request one or more currently checked out books. Holds can be placed online by selecting the Request Item button in Haystac, or at the Circulation Desk. The original borrower is then notified by phone and email that his/her books are now recalled for another Library user.</p>
<p>Once the requested items are returned, a pick-up notice is emailed and the books are held at the Circulation Desk for 10 days before they are re-shelved.</p>
<p>Other options for requesting unavailable materials include <a href="http://csul.iii.com/">LINK+</a> and <a href="https://csueastbay.illiad.oclc.org/illiad/logon.html">Interlibrary Loan</a>.</p>
<h3>Recall Policy</h3>
<h4>What happens when a book I have checked out is recalled?</h4>
<p>The Circulation Desk will send an e-mail and also phone you with the following information:</p>
<ul>
<li>The book&#8217;s due date.</li>
<li>The book has become unrenewable.</li>
<li>The book&#8217;s overdue fines are increased to an additional $2.00 per day for a total of $2.25 per day with NO MAXIMUM OVERDUE FEE.</li>
<li>There is no maximum fine on Recalls.</li>
</ul>
<h3>Remember: Important Information</h3>
<ul>
<li>Keep your email and telephone information current by notifying the Circulation Desk or by filling out a change of information form which can be obtained from the Enrollment Information Center (EIC) in the lobby of the Student Administration Building.</li>
<li>Renewed books have their due date cancelled and are given a shortened due date.</li>
<li>Overdue recalled books will block you from checking out further materials.</li>
<li>Books recalled for Media Resources and Reserves will cancel your regular loan period.</li>
